fa سنجش کارایی بیمارستان‌ها با استفاده از روش تحلیل پوششی داده‌های شبکه‌ای و ارایه الگوی مناسب تخصیص منابع جهت سرمایه‌گذاری‌های آینده مدیریت خدمات بهداشتی درمانی Hospital Managment گزارش مورد Case Report <div style="text-align: justify;"><span style="font-size:18px;"><span style="font-family:nasimYW;"><strong>زمینه و هدف:</strong> بیمارستان‌ها مهمترین جزء نظام سلامت محسوب می‌شوند و ارزیابی دقیق عملکرد آن‌ها اهمیت ویژه‌ای دارد. تاکنون تحقیقات زیادی در زمینه‌ی ارزیابی بیمارستان‌ها با استفاده از مدل‌های تحلیل پوششی انجام شده اما در این مطالعات سازمان‌ها مانند یک مجموعه‌ی بسته در نظر گرفته شده و فرایندها و روابط میان بخش‌های آن‌ها نادیده گرفته شده است. در این مطالعه به سنجش کارایی بیمارستان‌ها با استفاده از تحلیل پوششی شبکه‌ای و مقایسه‌ی نتایج آن با تحلیل پوششی ساده پرداخته شده است.<br> <strong>روش بررسی:</strong> روش تحقیق حاضر از نظر هدف، کاربردی و از لحاظ ماهیت، توصیفی-پیمایشی است. جامعه پژوهش این تحقیق کلیه بیمارستان‌های وابسته به دانشگاه علوم پزشکی مشهد با ظرفیتی بیشتر از صد تختخواب است که در مجموع دوازده بیمارستان دولتی و چهل و هشت بخش را شامل می‌شود. برای جمع‌آوری اطلاعات از روش‌های مشاهده و مطالعه‌ی اسناد، مدارک و آمار فعالیت‌های بیمارستان‌ها استفاده شده است. جهت اعتبارسنجی، با محاسبه‌ی ضریب همبستگی اسپیرمن مشخص شد که مدل پیشنهادی همبستگی قابل توجه‌ی با مدل تحلیل پوششی ساده داشته و اعتبار مدل مورد تایید است. نرم‌افزارهای </span></span><span style="font-size:14px;"><span style="font-family:Times New Roman;">SOLVER DEA</span></span><span style="font-size:18px;"><span style="font-family:nasimYW;"> و </span></span><span style="font-family:Times New Roman;"><span style="font-size:14px;">EXCEL</span></span><span style="font-size:18px;"><span style="font-family:nasimYW;"> برای پیاده‌سازی مدل به‌کار گرفته شده است.<br> <strong>یافته‌ها:</strong> تجزیه و تحلیل داده‌ها نشان می‌دهد که با درنظرگیری بخش‌های داخلی بیمارستان و روابط بین بخش‌ها، تحلیل دقیق‌تری از کارایی بیمارستان‌ها صورت می‌پذیرد و تفکیک بهتری در رتبه‌بندی خواهیم داشت و همچنین واریانس کارایی بیمارستان‌ها در حالت شبکه‌ای (۰/۰۳۴۲) نسبت به حالت ساده (۰/۰۲۴۳) افزایش یافت که پراکندگی بیشتر و درنتیجه قابلیت تفکیک‌پذیری بالاتر مدل شبکه‌ای را نشان می‌دهد. همچنین با به‌کارگیری مدل تحلیل پوششی داده‌های شبکه‌ای علاوه بر کارایی کلی، کارایی هر بخش و رتبه‌ی هر بخش در مقایسه با بخش‌های مشابه در سایر بیمارستان‌ها مشخص شد.&nbsp;<br> <strong>نتیجه‌گیری:</strong> چارچوب ارایه شده در این تحقیق می‌تواند معیار مناسب‌تری برای سنجش کارایی بیمارستان‌ها و بخش‌های داخلی آن‌ها محسوب شود به صورتی که جایگاه کلی هر بیمارستان نسبت به سایر بیمارستان‌ها مشخص می‌شود و با تعیین کارایی بخش‌های داخلی بیمارستان‌ها اولویت‌بندی مناسبی جهت تخصیص منابع و سرمایه‌گذاری بر بخش‌های مختلف در مسیر بهبود سازمانی ارایه می‌شود.</span></span></div> <div style="text-align: justify;"><span style="font-size:18px;"><span style="font-family:Times New Roman;"><span style="line-height:115%"><span style="unicode-bidi:embed"><span sans-serif=""><span style="line-height:115%"><span new="" roman="" times=""><strong>Background and Aim:</strong> Hospitals are the most important component of the health system and accurate evaluation of their performance is important. So far, much research has been done on the evaluation of hospitals using DEA models, but in these studies, organizations are considered as a black box and system processes and relationships between them are ignored. In this study, the efficiency of hospitals was evaluated using network envelopment analysis and its results were compared with simple envelopment analysis.<br> <strong>Materials and Methods:</strong> The method of the present research was ptactical and the nature of the survey was descriptive. The research population was all hospitals and educational centers affiliated to Mashhad University of Medical Sciences with a capacity of more than one hundred beds, which included twelve public hospitals and forty-eight sections. To collect information, methods of observing and studying documents, records and statistics of hospital activities have been used. For validation, by calculating Spearman correlation coefficient, it was found that the proposed model has a significant correlation with the Black Box DEA Model and the validity of the model was confirmed. SOLVER DEA and EXCEL software were used to implement the model.<br> <strong>Results:</strong> The results show that by considering the internal departments of the organization as well as the relations between the departments, a more accurate analysis of the efficiency of the hospitals would be done and we will have a better separation in the ranking between the organizations. Also, by using the network DEA model, the overall efficiency, the efficiency of each department and the rank of each department in comparison with similar departments in other hospitals are determined.<br> <strong>Conclusion:</strong> The framework presented in this study can be an appropriate criterion for measuring the efficiency of hospitals and their internal sections by determining the overall position of each hospital relative to other hospitals and by determining the efficiency of the section.
